Genres of Governance: The Mexican National Development Plan and the Reconceptualization of Mexican Sovereignty

Abstract:This essay engages a generic criticism of the 1989 Mexican National Development Plan (NDP) to argue that the reinvention of the concept of national sovereignty in late-twentieth century Mexico was a fundamentally rhetorical project. My analysis demonstrates how the administration of Carlos Salinas deployed the genre of the NDP to promote radical change as a continuity of Mexican governing traditions. Through this example, this analysis aims to contribute new insights into the ideological dimensions of generic forms
